Against the G20 Africa Partnership Conference

For global freedom of movement and self-determined development

We are angry. In the course of the Presidency of the G20 countries, Germany has put Africa on the agenda. And Germany invites to the „G20 Africa Partnership Conference“ which takes place on June 12 and 13 in the Schöneberger Gasometer in Berlin, ahead of the G20 meeting in July in Hamburg. What kind of partnership is this?

Already, during the time of slavery, many people drowned in the sea. Because they were thrown overboard. Or because they jumped themselves to escape the hell of the slave ship and the plantation. Today they are drowning during the attempt to reach Europe in crowded boats. Looking for a safe, better or simply different life.
We are angry. The European Union is trying to close its borders. And that means it moves its external borders on to the African continent. This is caused by filthy deals with corrupt and criminal African regimes, such as Sudan or Eritrea, which are overloaded with so-called development aid to close the escape routes. “Mobility partnerships” they call it or “better migration management”. The effect is that the mobility on the African continent is increasingly restricted.

Building borders in Africa – Europe knows how to do it. During the so-called Congo Conference, which took place in Berlin in 1884-85, the colonial powers divided Africa among themselves. The colonial heritage characterizes the present. Even if there is talk of partnership today. Words are deceiving. And sometimes they are traitorous. The Marshall Plan for Africa, which the German Development Minister has devised, is about so-called reform champions. African states are allowed to take part, if they behave just like the masters want. This is paternalistic, the Marshall Plan is a master plan. In addition to the Minister, the Master is the private economy of the G20 countries, which is to be encouraged to invest. After all, there is something to be gained: the African population is expected to double by the middle of the century – a considerable number of cheap producers and new consumers. This arouses interest among the advocates of the neoliberal market.

Today we meet again in Berlin. And this time, selected African governments can also sit at the table. What will they talk about? What is the partnership about? Who could benefit? Perhaps the biometric industry, a growth sector that is increasingly producing for African countries so that they can better control their borders. Veridos, a company based in Berlin, for example, in which the Bundesdruckerei is also involved, is equipping the border installations of Morocco, in the form of electronic devices, which are intended to detect fake passports. The German company for international cooperation, on the other hand, provides equipment for border guards, among others in Sudan and Eritrea, including cars, cameras, scanners and servers. The list could be continued. The construction of border installations in any case is a worthwhile business. It promises not only profit but also a calm life in the European feel-good zone, without mass immigration and annoying pictures of flooded corpses on southern European beaches in the evening messages.

We are angry. And we do not believe in your Marshall and Master plans. Stop the cynical talk about partnership. If you want to fight the causes of immigration, just ABOLISH YOURSELF. Because You – your arms and your corporations – are the organizers of misery, which you manage and from which you profit. But the deads in the Mediterranean and the other external borders are your pitfall. And if you want to limit our mobility, let’s say that freedom of movement is a fundamental right. With what explanation do you want to keep it from us? Your national logic has been spent. It no longer answers the questions of our time. Human is human and that´s it. basta.
We are angry. And we will continue to fight. Our heritage is an experience of anticolonial liberation movements and other solidarity struggles. We resist daily. We have overcome limitations. We will overcome borders. The ones in our heads and those of concrete and steel. We can not be controlled. We always come back. And we go where it suits us.

Who we are? We are a fiction, but still real. We are many. We speak different languages. We have not had the same experience: We are those whose ancestors were slaves. We are those whose ancestors were slave holders. We are the ones that have been exploited by the system. We are the ones that have benefited from the system. The history connects us, even if it separates us. The present connects us, even if it separates us. What unites us is the hope for a better life, beyond the capitalist domination of this planet and beyond mobility control. What unites us is the belief in a world full of solidarity, without the G20 and its monstrous productions. This world is now, again and again, created on a daily basis. The future has already started.

Gegen die G20-Afrika-Partnerschaftskonferenz

Für globale Bewegungsfreiheit und selbstbestimmte Entwicklung

Wir sind wütend. Im Zuge der Präsidentschaft über die G20-Staaten hat Deutschland Afrika auf die Agenda gesetzt. Und Deutschland lädt zur „G20-Afrika-Partnerschafts-Konferenz“ ein, die am 12. und 13. Juni im Schöneberger Gasometer in Berlin stattfindet, im Vorfeld des G20-Treffens im Juli in Hamburg.

Was für eine Partnerschaft soll das sein? Schon einmal, während der Zeit des Sklavenhandels, sind viele Menschen im Meer ertrunken. Weil man sie über Bord geworfen hat. Oder weil sie selbst gesprungen sind, um der Hölle des Sklavenschiffes und der Plantage zu entgehen. Heute ertrinken sie bei dem Versuch, in überfüllten Booten Europa zu erreichen. Auf der Suche nach einem sicheren, besseren oder einfach anderen Leben.
Wir sind wütend. Die Europäische Union schottet sich ab. Und sie verlegt ihre Außengrenzen auf den afrikanischen Kontinent. Dafür sorgen dreckige Deals mit korrupten und verbrecherischen afrikanischen Regimes wie dem Sudan oder Eritrea, die mit so genannter Entwicklungshilfe überhäuft werden, um die Fluchtrouten dicht zu machen. Mobilitätspartnerschaft nennt man das oder besseres Migrationsmanagement. Der Effekt ist, dass die Mobilität auf dem afrikanischen Kontinent zunehmend eingeschränkt wird.

Grenzen errichten in Afrika – da kennt sich Europa aus. Während der sogenannten Kongo-Konferenz, die 1884/85 in Berlin stattfand, haben die Kolonialmächte Afrika unter sich aufgeteilt. Das koloniale Erbe prägt die Gegenwart. Auch wenn heute von Partnerschaft die Rede ist. Worte können verschleiern. Und manchmal sind sie verräterisch. Im Marshall-Plan für Afrika, den sich der deutsche Entwicklungsminister ausgedacht hat, ist von Reform-Champions die Rede. Afrikanische Staaten dürfen mitspielen, wenn sie sich nur artig benehmen. Das ist paternalistisch, der Marshall-Plan ist ein Master-Plan. Der Master ist – neben dem Minister – die Privatwirtschaft der G20-Staaten, die zu Investitionen angereizt werden soll. Immerhin gibt es was zu holen: Die Einwohnerzahl Afrikas soll sich bis zur Mitte des Jahrhunderts verdoppeln – eine beachtliche Anzahl billiger Produzent*innen und Konsument*innen. Das weckt Begehrlichkeiten bei den Verfechter*innen des Marktes.
Heute trifft man sich also wieder in Berlin. Und dieses Mal dürfen auch ausgewählte afrikanische Regierungen mit am Tisch sitzen. Worüber wird man sprechen? Was macht die Partnerschaft aus? Wer könnte davon profitieren? Vielleicht die biometrische Industrie, eine Wachstumsbranche, die zunehmend für afrikanische Länder produziert, damit diese ihre Grenzen besser kontrollieren können. Das in Berlin ansässige Unternehmen Veridos zum Beispiel, an dem auch die Bundesdruckerei beteiligt ist, rüstet die Grenzanlagen Marokkos auf, in Form von elektronischen Geräten, die gefälschte Pässe erkennen sollen. Die deutsche Gesellschaft für internationale Zusammenarbeit wiederum liefert Ausrüstung für den Grenzschutz u.a. in den Sudan und nach Eritrea, darunter Autos, Kameras, Scanner und Server. Die Aufzählung ließe sich fortführen. Der Bau von Grenzanlagen jedenfalls ist ein lohnendes Geschäft. Es verspricht nicht nur Rendite, sondern auch ein halbwegs ruhiges Leben in der europäischen Wohlfühlzone, ohne Masseneinwanderung und lästige Bilder von angeschwemmten Leichen an südeuropäischen Stränden in den abendlichen Nachrichtensendungen.
Wir sind wütend. Und wir glauben nicht an eure Marshall- und Masterpläne. Hört auf mit dem zynischen Gerede über Partnerschaft!

Wenn ihr Fluchtursachen bekämpfen wollt, dann schafft euch selber ab. Ihr – Eure Waffen und Eure Konzerne – seid Organisator*innen des Elends, das ihr zugleich verwaltet, aus dem ihr Profit schlagt. Aber die Toten im Mittelmeer und an den anderen Außengrenzen sind eure moralische Bankrotterklärung. Und wenn Ihr unsere Mobilität einschränken wollt, dann lasst euch sagen, dass Bewegungsfreiheit ein fundamentales Recht ist. Mit welcher Begründung wollt ihr es uns vorenthalten? Eure nationalstaatliche Logik hat ausgedient. Sie findet keine Antwort mehr auf die Fragen unserer Zeit. Mensch ist Mensch und damit basta.

Wir sind wütend. Und wir werden weiter kämpfen. Unser Erbe sind Erfahrungen aus antikolonialen Befreiungsbewegungen und anderen solidarischen Kämpfen. Wir leisten tagtäglich Widerstand. Wir haben Grenzen überwunden. Wir werden Grenzen überwinden. In unseren Köpfen und solche aus Beton und Stahl. Wir lassen uns nicht kontrollieren. Wir kommen immer wieder. Und gehen dahin, wo es uns passt.

Wer wir sind? Wir sind eine Fiktion, aber dennoch real. Wir sind viele. Wir sprechen unterschiedliche Sprachen. Wir haben nicht dieselben Erfahrungen gemacht: Wir sind die, deren Vorfahren Sklaven waren. Wir sind die, deren Vorfahren Sklavenhalter waren. Wir sind die, die vom System ausgepresst worden sind. Wir sind die, die vom System profitiert haben. Uns verbindet die Geschichte, auch wenn sie uns trennt. Uns verbindet die Gegenwart, auch wenn sie uns trennt. Was uns eint, ist die Hoffnung auf ein besseres Leben, jenseits der kapitalistischen Zurichtung dieses Planeten und jenseits von Mobilitätskontrolle. Was uns eint, ist der Glaube an eine solidarische Welt, ohne die G20 und ihre monströsen Inszenierungen. Diese Welt ist jetzt, wir erschaffen sie täglich, immer wieder aufs Neue. Die Zukunft hat schon begonnen.

Nous sommes en colère! Dans le cadre de la présidence des pays du G20, l’Allemagne met l’Afrique sur l’ordre du jour. Et l’Allemagne invite à la « Conférence du partenariat G20-Afrique », qui aura lieu le 12 Juin et 13 dans le gazomètre à Berlin Schöneberg, avant la réunion du G20 en Juillet à Hambourg. A qui sert ce partenariat?

Une fois avant, pendant le temps de l´esclavage, beaucoup des personnes se sont noyé*e*s dans la mer. Parce qu´illes ont été jeter par-dessus le bord. Ou parce qu´illes ont dû sauté*e*s eux même pour échapper à l´enfer du bateau et du travail sur les plantages. Aujourd’hui, illes sont toujours noyés en essayant de réaliser le passage vers l’Europe dans des bateaux surchargés. Illes cherchent une vie sûre, mieux ou tout simplement différent.
Nous sommes en colère. L’Union européenne se bouclie et pousse ses frontières extérieures sur le continent africain. Les accords sales qui sont faites avec des régimes corrompus et criminels tels que le Soudan et l’Erythrée – des pays qui sont inondés avec ce qu’on appelle l’aide au développement- sont faites afin de rendre les voies d’évacuation fermés. «Partenariat pour la mobilité» ca s´appele ou bien «une meilleure gestion des flux migratoires». Mais ce sont les régimes depuis que nous fuyions. L’effet est que la mobilité est de plus en plus limitée sur le continent africain.
Construire des frontières en Afrique – l’Europe sait le faire. Au cours de la soi-disant Conférence du Congo, qui a eu lieu à Berlin en 1884-1885, les puissances coloniales ont divisé l’Afrique entre eux. L’héritage colonial façonne le présent. Même si aujourd`hui on appele ca partenariat. Les mots peuvent nous tromper. Et parfois, ils sont traîtres. Dans le Plan Marshall pour l’Afrique, le ministre allemand de développement parle des champions de réformes. Les Etats africains doivent jouer le jeu pour obtenir des aides financières. Qu´est-ce que c´est paternaliste! Le plan Marshall est un plan dictateur. Le maître est – à côté du ministre – le secteur privé des pays du G20 qui ont été incitées à investir. Après tout, il y a quelque chose à prendre: Les habitant*e*s de l’Afrique devraient doubler d’ici au milieu du siècle. Un taux de croissance de population unique, qui suscite l’intérêt des promoteurs du marché capitaliste. En plus des ressources minérales, la population de l’Afrique suscite l’intérêt des capitalistes: des travailleu*r*ses moins chers. Et des consommateurs des produits.
Aujourd’hui, on se retrouve donc à nouveau à Berlin. Et cette fois-ci certains des gouvernements africains ont le droit de s’asseoir à la table. De quoi on parle? Ce que ca veut dire « partenariat »? Qui pourrait en bénéficier? Peut-être l’industrie biométrique, une industrie de croissance qui produit de plus en plus dans des pays africains pour leur permettre de mieux contrôler leurs frontières. La société Verido basée à Berlin par exemple, où la Bundesdruckerei sont impliqués : Afins de fortifier le frontières au Maroc, sous la forme de dispositifs électroniques qui savent reconnaître de faux passeports. L’Association allemande pour la coopération internationale, à son tour, fournit des équipements, entre autres pour la gestion des frontières au Soudan et en Erythrée, y compris des voitures, des caméras, des scanners et les serveurs…La liste pourrait continuer. La construction des installations frontalières, est une activité rentable. Il promet non seulement du profit, mais aussi une vie calme dans la zone de confort européen sans immigration massive et des images ennuyeuses de cadavres sur les plages du Sud dans les journeaux.
Nous sommes en colère. Et nous ne croyons pas dans vos plans Marshalls. Arrêtez le discours cynique du partenariat. Si vous voulez combattre les causes de la migration, ABOLISEZ d´abord VOUS MÊME. Votre «expertise» et vos «préoccupations» – sont organisateurs de la misère. Mais les morts en Méditerranée et aux autres frontières extérieures montrent votre hypocrisie. Et si vous voulez limiter notre mobilité, alors laissez-nous vous dire que la liberté de circulation est un droit fondamental. Pour quelles raisons voulez-vous qu’il soit retenu de nous? Votre logique de l´État national est obsolète. Elle ne trouve aucune réponse aux questions de notre temps. L’humain est l’humain, et c’est ça.
Nous sommes en colère. Et nous continuerons à nous battre. Notre expérience et celle du patrimoine des mouvements de la libération anti-coloniale et d’autres luttes de solidarité. Nous sommes les acteur*ice*s de la résistance quotidienne. Nous avons surmonté les frontières. Nous allons continuer à surmonter les frontières. Vous ne pouvez pas nous contrôler. Nous ne cessons pas de revenir. Et d´aller là où nous voulons.
Qui sommes-nous? Nous sommes une fiction, mais néanmoins réel. Nous sommes nombreux! Nous parlons des langues différentes. Nous n’avons pas fait les mêmes expériences. Nous sommes ceux dont les ancêtres étaient des esclaves. Nous sommes ceux dont les ancêtres étaient propriétaires d’esclaves. [Nous sommes ceux dont les ancêtres ont été exploités du système. Nous sommes ceux dont les ancêtres ont bénéficié du système.] Nous partageons l’histoire, même si elle nous sépare. Nous partageons nos quotidiens même si elle nous sépare. Ce qui nous unit c´est l’espoir d’une vie meilleure au-delà de la discipline capitaliste de cette planète. Ce qui nous unit c´est la croyance en un monde de solidarité, sans le G20 et leurs productions monstrueuses. Ce monde existe maintenant, nous le créons tous les jours, encore et encore. L’avenir a déjà commencé.
